Analysis focused on Tampere and Vesilahti, combining interviews, material flow assessments and expert input to model construction volumes, transport distances and opportunities for improved material reuse. Annual savings potential exceeds 1.5 million kg CO₂ and EUR 6 million in transport costs.
The results highlight the need for clear targets and systematic collaboration between municipalities and key stakeholders to integrate coordination into everyday operations.
