The goal is to accelerate the development of new digital services and analytics solutions while strengthening productivity and operational efficiency across the public sector.

Municipalities and other public sector organizations are under growing pressure to improve productivity and cost controls. At the same time, the need to utilize data more effectively continues to increase, while large-scale software projects are often slow to implement and require significant investments.

The collaboration between Sitowise and Lovable brings software creation closer to the practical needs of municipalities, making it possible for non-developers to build and adapt digital tools themselves. Through the partnership, modules built with Lovable will be delivered to customers through Sitowise’s digital products, including the Louhi platform used by municipalities, enabling more efficient development of new services, broader utilization of data, and implementation of tools that support operational activities.

Sitowise contributes deep expertise in public sector operations and technology requirements, geospatial information and artificial intelligence, as well as processes related to both the built environment and forestry. Lovable complements this with a software creation platform that enables ideas to be transformed into practical solutions quickly and interactively.

- Public sector organizations have an enormous amount of data and expertise. In this area, we are among the global leaders. However, the digital solutions needed to improve operations and processes cannot always be delivered within the timelines required by identified efficiency needs or with existing resources. Lovable’s groundbreaking technology offers an answer to this challenge. Through this collaboration, we want to help the public sector harness world-class software technology and artificial intelligence in a secure way. AI will not replace expert knowledge or decision-making, but it will accelerate the development of new operating models and support people in their work, says Sami Lankiniemi, SVP Digital Solutions at Sitowise.

A faster path from new ideas to digital municipal services

Through the collaboration, municipalities can develop services that support data-driven management, asset management, land use planning, environmental monitoring, and preparedness. These solutions can leverage data from municipalities’ and public organizations’ own systems, open data sources, and Sitowise’s geospatial datasets and analytics expertise.

Lovable-built solutions will be delivered to customers through Sitowise’s SaaS solutions and expert services. Applications and digital services will be developed in collaboration with Sitowise’s designers and technical experts. In this way, Sitowise combines Lovable’s production-ready software with added expert consulting, solution design, software development quality assurance, and ensuring public sector technology compliance.

The objective is not to transfer responsibility for software creation to individual users. Instead, AI-assisted development enables public sector and municipal experts to take a more direct part than before in designing, testing, and continuously improving services.

- The people who know a municipality best have usually had to hand their knowledge to a software team and wait. With Lovable, Sitowise experts can describe what a service needs to do in natural language and start building it instantly themselves. That is how a backlog that has been building for years starts to move, says Aino Bergius, Head of Nordics, Lovable.

Security and governance as the foundation for development

Information security, data privacy, and solution governance are critical requirements in the development of public sector services, and Sitowise’s experts ensure every solution meets defined quality and security standards.

- Municipalities must be able to leverage AI in a way that supports both innovation and trust. Sitowise’s role is to build a secure bridge between new technology and practical operations. This allows AI to be utilized in a controlled manner where it creates real value for professionals, decision-making, and society, Lankiniemi emphasizes.

Practical benefits and scalable solutions

The partnership supports Sitowise’s goal of making AI an integral part of customer work, services, and digital solutions. According to Sitowise’s strategic AI vision, artificial intelligence is used to improve expert productivity, ensure service quality, and strengthen societal resilience.

In the first phase, the collaboration will focus on the needs of municipalities and the public sector. The goal is to identify use cases where AI-assisted development and geospatial information can accelerate the implementation of new services, make expert work easier, and improve the use of data. Sitowise and Lovable plan to share further use cases and customer results as the partnership progresses.
